§ 880-X-10C-.29. Coal Recovery
Surface mining activities shall be conducted to remove and extract all economically recoverable coal and to maximize the utilization and conservation of it, while utilizing the best appropriate technology currently available to maintain environmental integrity, so that reaffecting the land in the future through surface coal mining operations is minimized.
